William Monsen, Principal

Biography
Mr. Monsen has been providing technical and economic analysis for the energy industry for more than 25 years. He is an expert in utility resource planning, retail power procurement, power market evaluations, due diligence for power generation projects, and independent power issues. Mr. Monsen has provided expert witness testimony in numerous regulatory proceedings and has analyzed power markets in the U.S. and Asia for independent power producers, financial institutions, and customers. He has helped municipalities and other end-users understand present and future consumption needs and reduce energy costs through competitive commodity procurement and efficiency improvements. He has also provided litigation support in a wide variety of proceedings and has helped clients negotiate power purchase and power sales agreements with utilities.

Prior to joining MRW in 1989, Mr. Monsen was an energy economist with the Pacific Gas and Electric Company (PG&E). At PG&E Mr. Monsen was responsible for providing analytical support to management's decision-making process by forecasting rates and revenue requirements, developing long-term planning models, analyzing utility and non-utility investment opportunities, and analyzing electric resource planning issues.
