Steven C. McClary, Principal
Experience and Expertise
Mr. McClary specializes in economic and regulatory policy analysis, electric and gas supply planning, contract support, and transmission issues. In the course of a career spanning over twenty-five years, Mr. McClary has worked with independent power producers, public agencies, renewable energy providers, third party retailers, municipal utilities, regulators, end users, financial institutions, and attorneys on issues ranging from industry restructuring to transmission planning, nuclear power to solar energy, due diligence for power plant developers and financiers to utility ratemaking and exit fees, and contract disputes to asset valuation. Mr. McClary is a veteran of the California Energy Commission and the Transmission Agency of Northern California.
Mr. McClary has testified before the California Public Utilities Commission on rates and ratemaking. He has addressed issues such as fees for direct access customers, establishing rate designs supportive of solar and fuel cell distributed generation, and the setting of economic development rates. Mr. McClary has also sponsored damage estimate calculations in litigation concerning the involuntary return of direct access customers to bundled utility service. These damage calculations identified which utility rate elements the customers would be subject to given their particular circumstance as well as quantifying the damages associated with those rate elements.
